Community Rights and Benefits in Mangrove Management in the SWIO Region

In 2024, WWF conducted a review to assess if and to what extent policies make provision for local community rights and benefits in mangrove management in the SWIO region. The review, which consisted of a desktop policy analysis and stakeholder engagements, culminated in recommendations to strengthen these rights and benefits.

The review found that, across the SWIO region, key challenges to realising community rights include tensions that arise from multiple, duplicate policies in mangrove management; varied institutional, human and financial capacities to realise policy intentions; and insufficiently coordinated, structured or strategic support to expand community-based mangrove management and ensure longer-term sustainability of communities’ management practices. The review provides a set of policy, process and implementation recommendations to improve and strengthen local community rights and benefits while accelerating mangrove rehabilitation in the SWIO region.
