Community Rights and Benefits in Mangrove Management in Madagascar

In 2024, WWF conducted a review to assess if and to what extent policies make provision for local community rights and benefits in mangrove management in Madagascar. The review, which consisted of a desktop policy analysis and stakeholder engagements, culminated in recommendations to strengthen these rights and benefits, which were revised to reflect the policy landscape in 2025.

The review highlights that, in Madagascar, challenges to realising local community rights and benefits include the existence of multiple, duplicat and policies; potential for communities to be excluded in policy-making processes; insufficiently coordinated support from civil society organisations; and limited institutional and financial capacitiess. WWF recommends considering the Malagasy National Strategy for the Integrated Management of the Mangrove Ecosystem in future policy development; harmonising existing policies; enhancing community participation in policy processes; coordinating stakeholder support; engaging the private sector; and building institutional and financial capacity.
