Minimum Terms and Conditions - An Introduction

The ocean knows no bounds. As such, South West Indian Ocean countries should cooperate to ensure that fishing activities, especially under foreign fishery access agreements, do not harm the health of their shared marine ecosystems.

The Guidelines for Minimum Terms and Conditions (MTC) for Foreign Fisheries Access in the South West Indian Ocean Fisheries Commission (SWIOFC) Region establish a common access regime for the foreign fishing of tuna and tuna-like species in the SWIOFC Region.

This policy brief provides an overview of the MTC Guidelines, the status of their implementation in the SWIOFC states and information on WWF's recommendation to strengthen the guidelines' efficacy by conducting a "legal scrub".
