Community Rights and Benefits in Mangrove Management in Mozambique

In 2024, WWF conducted a review to assess if and to what extent policies make provision for local community rights and benefits in mangrove management in Mozambique. The review, which consisted of a desktop policy analysis and stakeholder engagements, culminated in recommendations to strengthen these rights and benefits.

The review highlights that, in Mozambique, challenges to realising local community rights and benefits include the existence of overlapping, unclear, or contradictory policies; limited institutional and financial capacities; and over-reliance on non-governmental and civil society organisations to implement management plans. WWF recommends updating the National Mangrove Management Strategy; harmonising existing policies; enhancing community participation in policy processes; building institutional and financial capacity; and developing a policy framework to regulate initial carbon projects.
